**As** a user with permissions the ability to comment on work packages write comments
**I want to** be able to attach image like files within comments that I write add an attachment
**so that** I can provide additional visual context in my communications
**and I want to** be able to attach image like files in both "public" and "restricted" comments that**
**Acceptance criteria**
* Given a restricted comment, the attachment should only be accessible by users with permissions to view restricted comments
