### Steps to reproduce

1. Login as a user with permissions to view a work package

2. Begin of the insertionMake sure that the 'Newest at the bottom' sort order is enabled for the Activity tab

3. End of the insertion Navigate to a work package with > 30 comments/activities E.g. [This one](https://community.openproject.org/projects/openproject/work_packages/36743/activity)


### What is the buggy behavior?

* The activity tab loads but scrolling seems to shift to the middle, it does not scroll to the bottom when filter is in default "Newest at the bottom" state


> When the activity tab has > 30 comments, two requests are performed to improve the perceived speed. It's likely the second request that loads the "other" activities disrupts the scrolling position.

### What is the expected behavior?

1. The activity tab scrolls to the bottom
