**As** a system admin
**I want to** inform all active OpenProject users of my instance about news that affect them all (e.g. new Features, upcoming downtime..)
**so that** my users do to not oversee important information and are aware of upcoming changes
**Acceptance criteria**
* User see a pop-up / banner after login that displays a notification which has been prepared by a system admin
* system admins can make use of a feature that allows them to craft a message (best via WYSIWYG editor), schedule it and push it to all users
* Message is only shown once to the users on their first login after the message has been issued by system admin
