1. Make sure the feature toggle `Primerized work package activities` is OFF

2. Go to the work package list or any other page

3. Trigger a new notification for your user

* New notification banner is showing


### What is the expected behavior?

1. No new notification banner on Begin of the insertionany otherEnd of the insertion Begin of the deletion work package listEnd of the deletion page Begin of the insertionbesides the notification centerEnd of the insertion

2. Notification count next to the bell still increases
