### Steps to reproduce:
1. Have numeric ids enabled on your (newly created) instance and go to admin/work packages/identifiers
2. Select project based radio button and click Autofix and save
### Buggy behavior:
1. Numeric ids are still checked
2. Save button still shows after the migration job is complete
3. Clicking on Save again triggers error 404
### Expected behavior:
1. Semantic ids are checked
2. Save button is not shown
