**As** a user of a BIM edition instance that uses project-based semantic work package identifiers
**I want to** see project-based work package identifiers in the BCF export and synchronisation
**Acceptance criteria**
* If the instance is set to project-based work package identifiers
* BCF im- and exports uses the semantic identifiers instead of the database identifiers (if there are links in the BCF XML that is created on export, those should use semantic identifiers)
* If there is more BCF functionality that needs to be adapted, please add them here
