### Steps to reproduce
1\. Use an older on-premise OpenProject installation.
2\. Remove the default document types because they are not needed in this setup.
3\. Update OpenProject to a newer version.
4\. Open Administration -> Document types.
5\. Check the document type list after the update.
**Current workaround being tested:**
Disable default document types instead of deleting them. (Not sure if this will work)
### What is the buggy behavior?
After installing OpenProject updates, previously removed default document types are automatically created again.
This means we have to manually clean them up after every update. For our workflow this is unnecessary, and we also need document types in German only.
It is currently unclear what the correct/expected life cycle
### What is the expected behavior?
1\. If default document types were deleted intentionally, they should not be recreated automatically during updates.
2\. It should be clearly documented how default document types are handled during upgrades.
