Right Righ now, people need to add the Documents module manually per project. Ideally that module is turned on by default.
Only enabled the default modules if real time text collaboration is enabled (by default should be OFF)
* [ ] Extend seeder so that new OP instances will have Documents right from the start.
* [ ] Create a migration that sets the default modules to include "Documents" for new projects even for existing instances.
