### Steps to reproduce

1. Login as a user with permissions to comment and quote comments

2. Go to any work package

3. Make a comment with an inline image

4. Quote the comment made above Begin of the insertion(including the image)End of the insertion and attempt to submit


### What is the buggy behavior?

* A silent error occurs and the quoted message does not get submitted


### What is the expected behavior?

1. The Begin of the deletion quotedEnd of the deletion message Begin of the insertion(including the quote)End of the insertion should be properly submitted/saved

2. The quoted image should be included in the new comment Begin of the insertion


### Note

* It works if the actual image isn't included in the quote

* Likely that it might be something to do with permissionsEnd of the insertion
