### Steps to reproduce
1. Login as a user with permissions to write internal comments
2. Check the "Internal comment" checkbox
3. Write some content into the editor
4. Uncheck the "Internal comment" checkbox, and on the confirmation dialog choose "Make public"
5. Check the "Internal comment" checkbox, again, then uncheck it
6. On the confirmation dialog, choose "Cancel" this time
### What is the buggy behavior?
* On the second confirmation, the "Cancel" action did not retain the "Internal comment" checkbox as checked after the user choose "Cancel"
### What is the expected behavior?
1. When the user chooses "Cancel" in any occurrence, the "Internal comment" checkbox should revert to checked state. i.e. User choosing _**not**_ to make the comment public.
