### Steps to reproduce
1. Login as a user with notifications (user A)
2. Go to the notification center
3. Open any work package
4. Click on the 3 ... dots on the upper right of someone else's comment (user B)
### What is the buggy behavior?
* User A can edit user B's comment
### What is the expected behavior?
* Rename the menu item from "Edit this comment" to "Moderate comment"
* Update names of permissions on the Permissions admin pages:
* Rename "Add notes" to "Add comments"
* Rename "Edit notes"to "Moderate comments"
* Add help text: "Allows editing any user's comments"
* Rename "Edit own notes" to "Edit own comments"
# Screenshots and other files
on the below screenshot i'm logged in as Cécile Guiot and i'm able to edit Cécile Delete's comment (and it lets me save the edit)
