Docker installation inside debian 9 VM doesnt load openproject in browser

OpenProject docker image was installed using the docker run command specified in the op docker documentation.
inside a Debian 9 VM on XEN Hypervisor.

tried to restore a backup from my OP docker container that was installed and used in ubuntu 16.
The docker image in the Deb 9 VM doesnt start successfully after restoring the backup and relaunching the container using the run command.
though the docker start open project command runs successufully.
When tried to access the application through the browser, with url http://local host:8080
I get a cannot connect to server error.

was a permission issue in the backup/restore process. Fixed the permission issues. Now working fine, thanks OP :)
