Installation not possible on ubuntu 16.04

Hi, i try to install openproject with this manual https://www.openproject.org/download-and-installation/
select ubuntu 16.04 and follow the instructions.
But when i “apt-get update” , the repo won’t be updated :
Ign:5 https://dl.packager.io/srv/deb/opf/openproject-ce/stable/7/ubuntu 16.04 InRelease
apt-transport-https is already installed.
So someone has a hint?

Hi,
I have a similar problem. When I type in the command “sudo wget -O /etc/apt/sources.list.d/openproject-ce.list \
https://dl.packager.io/srv/opf/openproject-ce/stable/7/installer/ubuntu/16.04.repo” I receive a message that a scheme is missing.
apt-transport-https is also already installed. I was searching in the net for something to understand what kind of scheme is missing but I didn’t find anything. Can you please help me if you maybe know what kind of scheme I have to install.

Did you run below command before apt-get?
Yes and this seems to be okay. no errormessage
Yes, me too tried about 7 times (yes you read it right) on a Digitalocean (fresh, newly created) droplet with Ubuntu 16.x & 18.x with package based installation (guided from https://www.openproject.org/download-and-installation/ ) - nothing really works. For me i am getting this Error: Failed to start LSB: Apac Failed to start LSB: Apache - (code=exited, status=1/FAIL). I had selected PGSQL on the Installation screen. Can anybody help me out from this jinx...TIA.
