rake precompile failure

Hi, I am trying to manually install on Ubuntu 16.04 and I am getting a failure with
rake db:precompile
The response is Don’t know how to build task ‘db:precompile’

All of the other rake steps worked without issue as far as I can tell.

There is no step db:precompile. What guide have you been following?
