Work package updates do not send email notifications.

Updates to work packages do not send notification emails. I have checked all the relevant settings, but to no avail.
I have seen some messages on this board that may be relevant to this issue, but they are all related to Linux; My installation is on Windows, and I do not know enough about the components to translate.
My installation is…
Bitnami Openproject Stack with the following software versions:
- Openproject 4.0.8
- Apache 2.4.12
- Mysql 5.5.42
- Ruby 2.0.0-p594-i386-mingw32
- Rails 4.2.0
- RubyGems 1.8.12
On Windows Server 2008 R2

New work packages, new news items, and new or updates to Wiki pages all initiate email notifications.
Updates to work packages and updates to news items do not send email notifications.

Update 3/30/2015: Found records are being inserted into delayed_jobs table in database. These are never processed though. I tried deleting all the old ones in there and created some new ones by updating work packages, but they did not get processed either.
I believe the records should be processed by a ruby script? I have no idea how that would be started on Windows. Anybody?

Any help would be greatly appreciated.
