i see on my web hosting, in cPanel, a option that’s say : “Ruby on rails”

and i wondering if it’s possible install openProject on a normal web hosting
or its necessary a dedicated server.

if its necessary a dedicated server, can i use a pc with linux as server?
can i use, for example noip.com service to access from internet
