The captcha system used on community.openproject.org is part of a plugin which is however not public yet (since it is not yet stable).
You can however activate the self-registration option (without captcha) in the admin settings:
Go to “Modules” > “Administration” > “Settings” > “Authentication” tab and change the value for “Self-registration” to another value than “disabled”:
