OpenProject setup error message: Bundler is not installed ?

I try to setup Open Project in window 2003. Without much experience, I manage to get gem bundler setup. But when trying to proceed to setup Open Project, why it says Bundler is not installed? (see below). Anything I miss out? Thanks in advance.

Hello Elvin,
unfortunately we do not support OpenProject on Windows systems (neither 2.4 nor the upcoming 3.0). So, we can’t give you any in-depth advice of how to install OpenProject on Windows.
But OpenProject 2.4 is quite similar to ChiliProject (as you may know OpenProject 2.4 is a fork of ChiliProject 2.4), so, as a colleague pointed out, you may get OpenProject running on windows by following the ChiliProject instructions for the Installation on Windows.
