SVN managed repos significantly slow

After an openproject upgrade, actions over HTTP to any svn repo in openproject have been every slow on a per file basis. Tasks that used to take milliseconds now take multiple seconds to complete, and it's the same across different svn repos; regular web browsing is unaffected, and I have not tested with a git repo. After spending days debugging this issue the only thing I could conclude is there's an issue with either Apache, or OpenProject's backend (SVN works fine over ssh but would require further setup with ldap). possibly something in some config file but I have no idea what (I reinstalled openproject and apache and restored the config files, kept the database as is). There are no errors I can find that hint at this issue. The only thing I know is this started to happen after upgrading openproject last week.
