a budget in OpenProject can include planned unit costs and planned labor costs. So when you create a budget for a certain project, you estimate the time (=labor costs) and the expenses (e.g. materials, Shipping costs, gas - whatever you need) in order to calculate the budget. Your team members then can book their expenses against this budget. Please keep in mind that you need to set values for labor and unit costs upfront. That could be an hourly consulting rate or travel expenses for example.
