Not able to create new project ( New installation)

While trying to create a new project with any user, i am being redirected to url "https://openproject.rcil.gov.in/%7B%7BopSetting:base_url%7D%7D/projects/new" and page errors out as "opSetting:base_url" is not getting resolved. Can someone please let me know, how to resolve this url issue.(snapshot attached).
