Install OpenProject with DEB/RPM packages

Did anyone try the installation using RPM packages offline?
I did the instructions on an online server. Instead of installing the openproject package, I saved it and transfer to the offline server and installed the files. However, I cannot proceed with the installation because the postgresql was already installed. This surprised me as this is a new virtual machine that is offline.
My environment is an air-gapped environment. And so, please advise how to do this installation using offline method.

maybe you have read the FAQ inside the documentation about air-gapped installation:

At the moment the docker installation is the recommended way to be used.
If you feel to contribute to the community, then please share your steps in the order you did exactly, copy pasting your terminal log is enough.
As until now there is nothing visible from your machine not many people would be able to help you.

And please share like in a step by step guide with commands...
Let us use this thread for collecting commands for building an air-gapped installation.
