Cannot create new Projects: Forms aren't loaded

In a fresh openproject community edition install, I cannot create new projects because the form isn't loaded. I only see an error message popping up stating "There was an error loading the form". In chromium console I see the following (xxx refers to my server IP):
zone-evergreen.js:2863 POST http://xxx.xxx.xxx.xxx:8081/openproject/api/v3/openproject/projects/form 404 (Not Found)
I'm using the packaged openproject version 11.3. on a debian 11 machine with postgresql 11.11. When trying to navigate there manually, the only output is the following:
{"_type":"Error","errorIdentifier":"urn:openproject-org:api:v3:errors:NotFound","message":"The requested resource could not be found."}
Why is that?

Same applies to me! I've upgraded recently and cannot see project information under "Project Settings > Information" as well unable to create new project just like the top message.
We have the same problem after a new installation. (VM with Ubuntu 20 LTS)
Has anyone found a solution or is there any news about it?

It is resolved at me after upgrade to 11.3**.2** and "openproject configure" command.
