Internal modsecurity errors with Debian 10

Hello all, I'm a relative amateur when it comes to self-hosting - this is only my second server - but I'm hitting an internal error that's keep us from being able to do things such as put in project start dates. I'm getting three errors and I'm trying to tackle them one at a time, but I can't seem to find any plain-English documentation. Like I said, I'm relatively amateur.

The first error I'm hitting is "match of “within %{tx.allowed_methods}” against “REQUEST_METHOD” required." The error tells me the issue is in my request-911-method-enforcement.conf" file on Line 46, "setvar:’tx.anomaly_score_pl1=+%{tx.critical_anomaly_score}’”. I have no idea what it wants me to do. Can anybody help a n00b out and let me know what it wants and how to fix it? Thank you.
