Test Mail works, but Unable to send new user invites or notifications

I installed Openprojects on our local server (Ubuntu 18.04) using the package installer. I have setup the SMTP configurations (Gsuite) and an able to get the Test Email. However, no other notifications or invites are going thru. 

I tried out the steps mentioned in the below thread

ps ax | grep jobs shows 19046 ?        Ssl    4:18 /opt/openproject/vendor/bundle/ruby/2.6.0/bin/rake jobs:work

I ran the console and checked the Delayed Jobs. It is showing 5 and this value has not changed for the last 1 hour.

Please let me know what I am missing.
