404 error on sending test email

When I attempt to send a test email I get a 404 error 

Page not found

The page you were trying to access doesn't exist or has been removed.

Back

the URL is   admin/test_email

I am configuring for sendmail using CentOS 7 and testing sendmail at the linux prompt is working as expected.

production.log is missing so I am unable to do any troubleshooting.
