Installation Error Could not find activesupport-3.2.17

I am trying to install OpenProject in Ubuntu 12.04 machine. I’ve never used ruby.
I am following the guide on https://www.openproject.org/projects/openproject/wiki/Installation_Ubuntu
I am on step 9.
bundle exec rake db:create:all is giving me error

Could not find activesupport-3.2.17 in any of the sources
Run `bundle install` to install missing gems
