OpenProject - taking very long to load

Very new to Open Project v10 but I've just installed and configured it on an Azure server. Specs are 1gb RAM and 1vCPU with 4gb of swap on an SSD.

Running "top" on Ubuntu 18.04 does not seem to reveal any CPU issues with the max usage being around 10%. Running "free -h" shows that there is still quite a lot of memory (3gb) left.

When I try to load the site in Chrome, it hangs for about 10 seconds before loading the first meaningful paint. What could be causing this?
