### Steps to reproduce

* Access OpenProject from a mobile web browser (I'm using Firefox on an iPhone SE)

* Navigate to Notification center and open a notification


### What is the buggy behavior?

* When scrolling the Underline Nav in the split screen to tap on a tab that's normally hidden behind scroll, there is an "scroll jump" to position that tab correctly even if the tab is already visible and no longe requires a scroll


### What is the expected behavior?

* If the tab Begin of the deletion the userEnd of the deletion is Begin of the deletion tapping on is already visible in the current scroll position, do not "re-scroll" or adjust scroll position; leave that that where it was

* If the tab isEnd of the deletion half-visible (so partially hidden behind a scroll), reposition so that the entire active tab is visible Begin of the insertion

* Disable the smooth scrollin behavior on mobileEnd of the insertion
