Cannot edit own hourly rate (403 since trying to forward to admin page). Begin of the insertion

"View all hourly rates" necessary to see any rates and have links displayed even though having "View own hourly rates" should suffice to see own ones

Links on all rates even for non own even though user only has "Edit own hourly rates"

No dependency warning displayed when only selecting "Edit own hourly rates" without also checking "View hourly rates" or "View own hourly rates". And those have no dependency on "View members".End of the insertion

### **Expected Behavior**

Can edit own hourly rate.
