The sub-header is intended to provide additional space below the actual header
### Acceptance criteria
* [ ] The component is a standalone component, because the PageHeader will have the option to display navigational tabs. The sub-header then needs to be displayed inside the tab content
* [ ] There is a possibility to add a filter button and/or a search bar on the left side
* [ ] On mobile, the filter search bar needs to shrink
* [ ] There is a possibility to add 1-?? buttons on the right side

* This component will be completely developed within the primer\_view\_components repo and thus needs to be tested in Lookbook (or in the core after the version was updated, which will be done in a separate ticket)
