### Steps to reproduce
1. Take care to have multiple projects in the instance
2. Go to the projects list
3. Decrease the window height if necessary so that scrollbars appear
### What is the buggy behavior?
* Below the last element there is a weird white space
* This was probably added to have enough space for the action menu of the last element
* There are two scrollbars: one inside the table, and the other for the whole page

### What is the expected behavior?
1. There should be no white space below the table
1. The action menu of the last element would ideally either be overflowing the table, or be opened to the top. That would probably require transforming it into a Primer menu. Due to the short amount of time, I would also be fine with the user having to scroll in that edge case
2. There should only be one scrollbar inside the table (the header should be sticky)
1. **Out of scope: Sticky headers for Firefox.** Because FF currently does not support scope:** When the `popover` attribute yet, the action menu conflicts with the filter section is opened, we accept a (temporary) second scroll behavior of the sticky headers. This was discussed and accepted by the produc team. See: https://developer.mozilla.org/en-US/docs/Web/HTML/Global\_attributes/popover#browser\_compatibility bar.
