### Steps to reproduce
_Create a docker environment using the docker-compose file provided by OpenProject. Our host is Debian 12 set to Europe/Berlin (UTC+1) timezone._
1. Create a news entry, meeting note or other entry entry
2. Go to overview -> Created time is always 2 hours between real creation time
### What is the buggy behavior?
_It seems that even though user timezones are configured and displayed correctly as Europe/Berlin the server cannot handle timezones correctly._
_It's especially strange when I create a meeting:_

Since the timezone is explicitly stated here I would expect the value to appear exactly the same here:

Interestingly enough it now says 6-8 a.m. in the same timezone, so 2 hours have been substracted. Additionally the creation date is also 2 hours off.
### What is the expected behavior?

2. Timestamps should be displayed consistently
