### Steps to reproduce
1. Create a fresh OP instance and 2 users: one admin and one non-admin
2. When you log in with admin, go to Scrum project and on the Overview page -> Getting started section, click on Guided Tour link
3. The guided tour starts and admin user can watch the tour, so now repeat the whole step 2 with non-admin user
### What is the buggy behavior?
* Non-admin gets an error

### What is the expected behavior?
1. For **new** instances:
1. The link should be removed from the overview section of the scrum project.
2. The whole code for the scrum tour can be removed as well.
2. For **old** instances:
1. nothing changes (see comment#12)
