Your OpenProject Version: <**OpenProject 12.0.8**> / Enterprise Cloud Edition, hosted by OpenProject
Windows 10 / Chrome / -

### **Steps to reproduce:**
1. User has member role
2. Member permissions include "view boards" and "manage boards"
3. **Member** clicks "add list to board"
### **Actual Behavior**
Error message "the permission to create public queries is missing"
### **Expected Behavior**
should create a new list on the board
.
_**Comment**:_
* _Renaming board lists doesn't work, either. No error message, it's just "ignored"._
* _Adding work packages works._
* _Creating new board/basic: The error message "the permission to create..." appears for a split second, THEN THE BOARD IS CREATED NONETHELESS!_
* _But just like before, member can't add a list to the new board._
