**Pain**
* Currently the view "All open" is the default view for all projects. This filters for all open work packages by ID descending.
* It is not possible to change this.
**Solution**
* Admins can manage the the default views in the global work packages module. module.
* Add new
* Remove existing
* Change existing
* A view can be set as "Start view for all projects". This view is opened when opening the work packages module.
* In a project
* Global work packages module
* There can always be only one start view. So when enabling this setting for one view it is automatically removed for another view.
* Only public views can be defined as default view.
* Only public views can be definded as start view.
* We remove the settings in Administration -> Work packages -> Settings -> Customize the appearance of the work package lists.
* We migrated the existing settings if possible.
