**As** an OpenProject super admin
**I want** to be able to directly change and create all settings on one page
**so that** I can configure features lacking a UI and also have an overview of all settings to find specific ones quickly.
For comparison, consider Firefox's about:config page:

There you see all existing settings on one page and can search for them quickly.
For us this is mostly useful so we could give admins the ability to configure things that don't even have a way to be configured through the UI right now such as SAML settings.
This possibility is probably something we don't want to give any admin as the admin role seems to be given quite freely usually. Perhaps we need to introduce some sort of super admin or make this is a permission only one admin can have at any given time, giving it to the first admin initially.
