### **Steps to reproduce:**
1. Go to Admin -> Work Package -> Status
2. Make a status read-only
3. Try to create a work package with that status
### **Actual Behavior**
You get an error "subject can't be blank".
### **Expected Behavior**
You should get an error saying something along the lines of "this status is read-only, no work packages with it can be created or updated".
