### **Steps to reproduce:**
1. Go to Admin -> Work Packages -> Status
2. Set "New" to read-only
3. Go to work package list and try to create a "New" work package. This will fail with an error "subject can't be blank".
### **Actual Behavior**
You are allowed to make the standard work package status read-only.
### **Expected Behavior**
The standard status should not be allowed to be made read-only.
It could be argued that it shouldn't be allowed to be made closed either.
