### **Environment**:
Your OpenProject Version: 10.6.4
Operating System / Browser / Language: Ubuntu 18.04.4 LTS
### **Logs**
Are there errors in the browser console? ([Click here for information on how to open your browser's console](https://webmasters.stackexchange.com/a/77337)) For a local installation: Are there relevant logs output by `openproject logs` (packaged installation) or in a log/production.log or /var/log/openproject/ ? Please attach error output in these log files if applicable
### **Steps to reproduce:**
1. Go to user's memberships page [https://p.aeternity.org/users/19/edit/memberships](https://p.aeternity.org/users/19/edit/memberships)
2. Click on button "Change"
3. Select Foo
### **Actual Behavior**
**The user is a member of a project. Would like to grant Project Admin right for his person. The Member user right is already there as default and CANNOT remove. Select the Project Admin for the user. After this the Member user right still cannot be removed. Click Change button. The user looks like have both Member and Project Admin user rights, but only apply the Member's.**
**Expected Behavior**
1. The undesired user right (Member here as an example) should be able to be removed.
2. If multiple roles allowed in the same project, the higher user right should overtake the lower one, not the vice versa.
