### Pain point
In work package we have list type CF for person who requested work in this work package. As people in customer organizations change, we often need to extend this list. When a person is not found in the list, one has to close WP without all information set, open administration and add value or request administrator to do this, then return and set value. This is inconvenient.
We do not want to use text field for this, for it is less effort to enter just part of name and select right value; also, for spelling mistakes.

* [ ] For CF of type "list" there is the possibility to inline-create new items (similar to how it is possible for versions). When I type and no match is found, I get the option to add this new item.
* [ ] This is only shown when the user has the according permissions

* [ ] Option in CF edition window to change if list type CF can be extended
* [ ] custom permission who can extend lists in the project
* [ ] in the forms where such CF is used, either extra selection "--Add--", or "Add" button to add new value, if permissions allow to do that
* [ ] in CF administration window Option to merge two items in the list; i.e. if I have "Aidas Kasparas" and "Kasparas Aidas", I want to keep just one and all occurrences of the second to be changed to first in all places where CF is used.
* [ ] option to sort list options alphabetically.
