### **Environment**:
Your OpenProject Version: 10.0
### **Steps to reproduce:**
1. Set your language to something other than English, e.g. German
2. Go to the administration
3. Create an announcement
### **Actual Behavior**
1. The side menu entry is not translated (i.e. English)
2. The initial date is some time in 2015
3. The text does not have a WYSIWYG editor even though markdown is supported for it
### **Expected Behavior**
1. The side menu entry is translated (e.g. German)
2. The initial date is today's date.
3. The text offers a WYSIWYG editor.
