### Actual behavior
- When opening the permission report in Admin/Roles the breadcrumb is inconsistent to the rest of the application.
- The html title is missing completely.
### Expected behavior
- The headline should be “Permission Report”.
- The breadcrumb should have an unclickable element “Permission Report”.
- There should be an html title.
