### Preconditions
- Users exists.
- One of the last three created user is inactive (locked or did not accept invitation yet). permanently locked.
### Steps to reproduce
1. Go to the home screen.
### Actual behavior
- On the users block the last three created users are shown including inactive user.
### Expected behavior
- If there is an inactive user in the list, it should be removed and the next user in the list should be shown instead.
