Bug OP-2545: CheckAll-elements are not correctly displayed in Admin/Types

### Precondititons

- Logged in as admin

### Steps to reproduce

1. Go to Admin/WorkPackagesType
2. Click on ‘new Type’

### Actual behavior

- The check-All elements are below the fieldset

- The element is next to the fieldset
