**As** a user
**I want to** add existing work packages to certain containers
**so that** I can quickly refine my backlog and plan sprints.
**Acceptance criteria**
* Rename the menu item "Add work package" to "Add new work package"
* Add a separate menu item, right after the "Add new work package", named "Add existing work package"
* icon for this menu item: [https://primer.style/octicons/icon/link-16/](https://primer.style/octicons/icon/link-16/)
* When a user clicks on the "Add existing work package" a modal window shows up
* users can search only within the project (later on within filtered projects but for now this is out of the scope) and only within open (aka non-closed) wp
* within the modal user can search for an existing wp with autocomplete
* user selects the right wp
* user clicks on save an the wp will be added to the container on the top of the container
* When a user clicks on the "Add new work package" menu the wp should be added on top of the container and not as it's the case currently at the bottom of the container
* the above applies to the following containers:
* sprint
* backlog buckets
* backlog inbox
* add the header to the backlog inbox, so that it also has a menu
