### Steps to reproduce
1. Create a new meeting
2. In draft mode, try to add a participant via the participants dialog
3. See the info banner on top
### What is the buggy behavior?
* "Email calendar updates are disabled." is confusing, because no setting can be toggled in draft mode
* It is a warning banner, but nothing can be changed
### What is the expected behavior?
1. Do not show that first sentence of the banner in draft mode. Only show it when the setting can actually be toggled
2. It is an info banner in this case
