**As** a project admin
**I want to** see sticky headers for the workflow table
**so that** I can see what workflows I enable or disable.
**Acceptance criteria**
* Split the page into three tabs:
* Default transitions
* User is author
* Use previous table header as normal text below the tab
* User is assignee
* Use previous table header as normal text below the tab
* The tabs will be part of the PageHeader
* Add max-height to tables.
* The table header is sticky and follows the user scrolling vertically
* The first column is also sticky, and follow the user scrolling horizontally

* This view is only visible to project admins
