**As** an system admin
**I want to** be able to test release candidates for the next major OpenProject release
**so that** I can evaluate the release before the official release date.

**Acceptance criteria**

* adjust [https://github.com/opf/openproject/blob/dev/.github/workflows/docker.yml](https://github.com/opf/openproject/blob/dev/.github/workflows/docker.yml) to also publish release candidates daily, based for each change on the current release branch

* tag as in `openproject/openproject:16.3-pre`
