**As** an OpenProject admin
**I want** to create have the ability to define some basic settings (macros) and add sample text to meeting agenda templates which my project teams can use in their projects agendas and meeting minutes
**so that** I save users have a lot of time ensuring everyone is using a standardized meeting structure. guideline
**Examples**
* PM²: Ready for Planning meeting
* Onboarding: Employee feedback session
* Scrum: Retrospective meeting, SPRINT planning meeting

**Acceptance criteria:**

* There is a global New administration options for agenda templates in Administration -> Agenda templates
agendas and minutes:
* Admins can CRUD `Agenda templates`

* Agenda templates can be activates by project (similar to custom fields).
